Better Energy Warmer Homes
This is the free scheme. Midland Warmer Homes delivers it for SEAI across the Midlands, for owner-occupied homes built before 2006.

The scheme helps households at risk of fuel poverty. Works are carried out at no cost to you once SEAI confirms you're eligible. You only need to be on one of the qualifying payments, not all of them.
You can also read SEAI's page for fully funded upgrades.
